How VOTEPAD works.

Every coin launched here has a vault that collects its fees. Holders vote on how the money is spent, and the platform pays it out the way they vote.

How voting works

Who votes
Anyone holding the coin when the vote opens. Your wallet proves it by signing a message: no transaction and no fee. The bonding curve, pools, the burn address, the coin's vault and the platform wallets do not vote. The tokens everyone else holds are the eligible tokens.
Who opens a vote
A wallet holding 0.1% or more of the coin's eligible tokens. It picks the options from the fixed menu, and each option is a full plan for the money. A coin has one open vote at a time.
How long
10 minutes, every vote.
Voting power
Your tokens: more tokens, more votes, with no cap per wallet. Your power is the lower of your balance when the vote opens and when it closes, so buying in to vote and selling before the close does not count twice.
Instant win
An option wins the moment the wallets backing it hold 51% of all eligible tokens, counting holders who did not vote.
At 10:00
If no option gets there, the option with the most votes cast wins when the time runs out. With two options that means more than half of the votes. With three or more, the most votes wins even under half. There is no runoff. A tie goes to the option that reached its total first.
Changing your vote
Vote again while the vote is open and your last ballot counts. Every ballot is kept and public.
Nobody votes
If no ballot carries any voting power at the close (nobody voted, or every voter sold before the close), the current plan stays.
Proof
Each ballot is a signed message, published with its signature. The holder snapshots taken when the vote opens and closes are published with their hashes.

Fees

PlatformHolders' plan
Where it comes from
pump.fun charges a creator fee on trades of a coin. Every coin launched here names its own vault as the creator, so that fee lands in the vault. pump.fun sets the fee and its rates change from time to time; VOTEPAD does not set them.
The split
15% of every lamport that reaches a vault is platform revenue and goes to the platform wallet. The other 85% is the coin's budget, spent by the holders' plan. The platform share is rounded down to the lamport, so any remainder stays with the coin.
The launcher
The person who launches a coin is not its creator on pump.fun and does not receive its creator fees. They can buy the coin like anyone else.

Dex paid by default

The default plan
A new coin's plan is 100% save for dex paid (DEX Screener's paid token info). It is paid as soon as the saved amount covers the price.
Someone paid first
If anyone else pays for it first, the saved money stays with the coin and moves to the next item on the plan.
After that
The coin keeps saving until holders vote for something. Holders can vote for a different plan at any time, before or after dex paid.

Payouts every 10 minutes

Each round
Every 10 minutes, the coin's budget is split by the current plan and each part is paid out.
Small amounts
An amount too small to send is carried to the next round, never dropped. A wallet with no SOL is owed its share and paid once it can receive.
A new plan wins
All unspent money follows the new plan, except a payment that is already being sent and small amounts already owed to a wallet. Nothing is locked.
On the record
Every payout is on the public ledger with its transaction. Payout addresses are checked against the US sanctions list when they are paid.

Tokenized stocks

The issuer of a tokenized stock can freeze it or take it back. US persons are not allowed to hold them.

Holders can vote to buy a tokenized stock and airdrop it. Only tokens from verified issuers are offered, never look-alikes. Every stock option carries this warning before anyone votes:

Paying an X user

Held for them
A vote can send money to an X account. It is held for that account by its numeric X id, so a handle change does not lose it.
Claiming
The account's owner logs in with X on VOTEPAD and connects a wallet to receive it.
After 30 days
If it is not claimed within 30 days, it goes back to the coin's vault and follows the current plan.

Takeovers

pump.fun can take over any coin; if that happens the coin's votes freeze and holders are told.

Every coin is watched for takeover events. A frozen coin shows a banner on its page, and a vote that was open when it froze applies no result.

Dead coins

A coin with no trading and no votes for 30 days is dead. What is left of its budget goes to the platform wallet.

Fees are platform revenue, spent the way holders vote. VOTEPAD commits to spend each coin's holder share as its holders vote.
Not advice
Nothing on VOTEPAD is investment advice. Memecoins can go to zero.
